Invoice for your work
I asked my (PostJobFree) contractor why he did almost no work recently.
According to that contractor explanation, one of his key reasons not to work was that he did not get paid for over a year.
I reminded him that he did not send his invoice (with the summary of what was done), and, according to our agreement - I pay when he sends such invoice..
The contractor agreed that he did not send the invoice, but still insisted that the lack of payments was demotivating.

Would you struggle with sending your work summary in order to get paid?

Of course the report assumes that there are some results, otherwise there would be nothing to report.

I ask for about 1 line of report details for every 2 hours of work (~4 lines for 8 hours report).
That helps me to identify some of inefficient time sinks and refocus future contractor's work in other direction if there is no meaningful progress for too long.

Are you filing such time reports?
Do you work remotely or on-site?

Do you mean I had to threaten to terminate his contract if he does not report his work time and does not invoice me?
I, actually, started to think that he found another job... but I was wrong. He simply procrastinated for a year.
In fact, he still procrastinates from sending me that invoice.

People can live on very little.
What was your spending per month in 1991-1992?

In 1991-1992 I was getting paid :)

He is not in the US.

You were probably considered a middle class (AKA "новый русский") back then.
Many people lived on much less than that.

Of course USD1991 is ~2 times more expensive than than USD2017, but single adult can live on $100/month in 2017 (not that I recommend it).

If you choose that lifestyle, your one-year salary should allow you to retire immediately.
